Or tried to watch a video without sound\u2026 and there were no subtitles? For many people, this isn\u2019t just an occasional annoyance \u2014 it\u2019s a daily obstacle. We\u2019re talking about digital accessibility: making sure that everyone, regardless of their abilities, can use the internet without barriers.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What is the WAD?<\/h2>\n\n\n\n<p><a href=\"https:\/\/digital-strategy.ec.europa.eu\/es\/policies\/web-accessibility-directive-standards-and-harmonisation\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>WAD<\/strong><\/a> stands for <strong>Website Accessibility Directive<\/strong>. It\u2019s a European regulation introduced through<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/ALL\/?uri=CELEX:32016L2102\" target=\"_blank\" rel=\"noreferrer noopener\"> <strong>Directive (EU) 2016\/2102<\/strong><\/a>, approved by the <strong>European Parliament and the Council of the European Union<\/strong>.<\/p>\n\n\n\n<p>But what\u2019s the goal? To ensure that <strong>public sector websites and mobile applications<\/strong> <strong>are accessible<\/strong> to everyone, including people with disabilities.<\/p>\n\n\n\n<p>This directive is behind many of the changes you\u2019ve probably already noticed on your local council\u2019s website, your university\u2019s platform, or a government ministry site.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Why is it so important?<\/h2>\n\n\n\n<p>In <strong>Spain<\/strong> alone, there are <strong>over 4.3 million people with some form of disability<\/strong>. And if we add the elderly population \u2014 who may also face difficulties navigating the internet (blurred vision, shaky hands, trouble understanding menus\u2026),  the number of people who benefit from accessible websites is huge.<\/p>\n\n\n\n<p>Accessibility is a real necessity in a digital society. The internet is the gateway to public services, <strong>education, work, entertainment<\/strong>\u2026 leaving part of the population out is not only unfair , it\u2019s inefficient.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img decoding=\"async\" width=\"1024\" height=\"427\" src=\"https:\/\/lawwwing.com\/wp-content\/uploads\/2025\/04\/accesibilidad-1024x427.jpg\" alt=\"\" class=\"wp-image-7596\" style=\"object-fit:cover;width:1000px;height:400px\" srcset=\"https:\/\/lawwwing.com\/wp-content\/uploads\/2025\/04\/accesibilidad-1024x427.jpg 1024w, https:\/\/lawwwing.com\/wp-content\/uploads\/2025\/04\/accesibilidad-300x125.jpg 300w, https:\/\/lawwwing.com\/wp-content\/uploads\/2025\/04\/accesibilidad-768x320.jpg 768w, https:\/\/lawwwing.com\/wp-content\/uploads\/2025\/04\/accesibilidad.jpg 1113w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Who must comply with the WAD?<\/h2>\n\n\n\n<p>The WAD applies to <strong>all public sector bodies<\/strong> across the <strong>European Union<\/strong>. This includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Local councils<\/li>\n\n\n\n<li>Government ministries<\/li>\n\n\n\n<li>Public healthcare services<\/li>\n\n\n\n<li>Public universities<\/li>\n\n\n\n<li>Libraries<\/li>\n\n\n\n<li>Courts<\/li>\n\n\n\n<li>Autonomous public organisations and agencies<\/li>\n\n\n\n<li>Companies that provide public services under contract (e.g. public transport operators)<\/li>\n<\/ul>\n\n\n\n<p>In short: if a website or app is linked to the <strong>public administration<\/strong>, it must <strong>comply with the WAD.<\/strong><\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Since when is it in force?<\/h2>\n\n\n\n<p>The WAD was rolled out in phases:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>September 2019<\/strong>: Mandatory for all new public sector websites<\/li>\n\n\n\n<li><strong>September 2020<\/strong>: Mandatory for public websites created before the directive came into force<\/li>\n\n\n\n<li><strong>June 2021<\/strong>: Applies to all public sector mobile applications<\/li>\n<\/ul>\n\n\n\n<p>So yes, it is now fully in effect, and any <strong>public organisation<\/strong> that fails to comply may face <strong>complaints, inspections or even fines.<\/strong><\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What does it mean for a website to be accessible?<\/h2>\n\n\n\n<p>It means that anyone, whether they have a <strong>visual, auditory, motor or cognitive disability<\/strong> (or are simply older or using a slow connection),can <strong>navigate the site, understand its content and use it without barriers.<\/strong><\/p>\n\n\n\n<p>Some examples of what web accessibility involves:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Texts with high colour contrast<\/strong> so they can be read even with reduced vision<\/li>\n\n\n\n<li><strong>Buttons that are large enought and well<\/strong> <strong>spaced <\/strong>for people with motor difficulties<\/li>\n\n\n\n<li><strong>Videos with subtitles and\/or audio descriptions <\/strong>for people with hearing or visual impairments<\/li>\n\n\n\n<li><strong>Navigation that works with keyboard only,<\/strong> without needing a mouse<\/li>\n\n\n\n<li><strong>Images with alternative text<\/strong> so screen readers can describe them<\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What technical standards must websites follow?<\/h2>\n\n\n\n<p>To comply with the WAD, websites must meet an international accessibility standard called <strong><a href=\"https:\/\/lawwwing.com\/en\/wcag-2-2-what-you-need-to-know\/?_gl=1*2tr48b*_up*MQ..*_ga*Njc2NjY5MTU1LjE3NDQwMjEwMzA.*_ga_PVQTMLESR8*MTc0NDAyMTAzMC4xLjAuMTc0NDAyMTAzMC4wLjAuMA..\" target=\"_blank\" rel=\"noreferrer noopener\">WCAG (Web Content Accessibility Guidelines)<\/a><\/strong>, specifically version<strong> 2.1 at<\/strong> <strong>AA level<\/strong>.<\/p>\n\n\n\n<p>These guidelines, developed by the <strong><a href=\"https:\/\/www.w3.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">W3C<\/a><\/strong> (the main international body for web standards), outline a set of <strong>technical and design requirements<\/strong> to ensure a website is accessible.<\/p>\n\n\n\n<p>Some of the rules include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Using <strong>legible fonts<\/strong><\/li>\n\n\n\n<li>Allowing<strong> zoom without breaking the layout<\/strong><\/li>\n\n\n\n<li><strong>Avoiding flashing content<\/strong> (which can cause seizures in people with epilepsy)<\/li>\n\n\n\n<li>Designing <strong>forms that are clear <\/strong>and properly labelled<\/li>\n\n\n\n<li>Making sure nothing <strong>depends only on mouse gestures or color.<br><\/strong><\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">How is accessibility assessed?<\/h2>\n\n\n\n<p>In Spain, the <strong>Observatorio de Accesibilidad Web<\/strong>  (part of the <strong>Ministry for Economic Affairs and Digital Transformation<\/strong>), regularly reviews public sector websites.<\/p>\n\n\n\n<p>In addition, the WAD requires that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>All public websites include a <strong>visible accessibility statement<\/strong><\/li>\n\n\n\n<li>Users have a <strong>way to report accessibility issues<\/strong><\/li>\n\n\n\n<li>An <strong>alternative method<\/strong> is offered to complete online procedures if the website is not accessible<\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What happens if a website doesn\u2019t comply?<\/h2>\n\n\n\n<p>If a public sector website doesn\u2019t meet the WAD requirements, <strong>anyone can file a complaint<\/strong>. The <strong>public administration must respond and, if necessary, correct the issue.<\/strong><\/p>\n\n\n\n<p>Failure to comply may result in reputational damage, loss of public trust, and even<strong> fines if there\u2019s a clear breach of the right to access public services.<\/strong><\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What about private companies?<\/h2>\n\n\n\n<p>While the WAD doesn\u2019t  apply to private companies, another EU regulation: the <strong><a href=\"https:\/\/lawwwing.com\/en\/eaa-what-is-it-and-how-does-it-affect-your-website\/?_gl=1*6wh9bn*_up*MQ..*_ga*MTMxNDI5MDk3OC4xNzQ0MDIxMzky*_ga_PVQTMLESR8*MTc0NDAyMTM4Ni4xLjEuMTc0NDAyMTM5Ny4wLjAuMA..\" target=\"_blank\" rel=\"noreferrer noopener\">EAA (European Accessibility Act)<\/a><\/strong> does. Coming into force in <strong>2025<\/strong>, this law <strong>will affect many private sector businesses<\/strong>, especially those offering <strong>digital services to the public<\/strong> (banks, ecommerce platforms, streaming sites\u2026).<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p>Ensuring digital accessibility isn\u2019t just a <strong>legal obligation for public administrations: <\/strong>it\u2019s a sign of respect for millions of people who would otherwise be excluded from the digital world.
